A Emergency Incident within a Port poses unique challenges to multiple responding agencies and IMC recognizes the need for a Port Facility Security Assessment. Ports differ widely in their characteristics, lay-out and vulnerability, therefore it is not practical to develop detailed and uniform standard comprehensive port security plans. Each ports Facility Security Plan must be developed independently based on their needs. The purpose of the Port Facility Security Plan is to provide guidance and understanding to Port Security and emergency responders to protect public health and safety, restore essential services and provide emergency relief to those affected by the emergency. As part of the Emergency Preparedness IMC conducts and documents Drills and Exercises and evaluates security personnel at all MARSEC levels for FSP evaluation and amendment. IMC gives real deliverables: the After-Action Report and Area of Improvements. The After-Action Report addresses the exercise strengths while the Area of Improvements report addresses the areas to be implemented to meet the plan being evaluated, the training of the players and/or the resources provided to them through annual FSP audits and complete training records. |
